As for how it works, I think I'll have it where that's up to the individual. They can choose to wait for the next round, or they can join the Reaper's Game immediately - but if they join immediately, they will be exempt from winning, so they'll basically just be buying time until the next game.
With uneven amounts of Players, let me first state that we've bent the rules a bit - Pacts are not as strong; there's no health sharing, for example, so you can survive if your partner is erased. We've also bent the rules on Noise to where, the number of people required to defeat them can be controlled by the Reapers summoning them. The Composer will decide one way or another - Some games it will be two people; sometimes it'll just be one! So there are going to be games where Pacts are fully optional. Therefore, this won't be an issue half of the time.
But in a Pact-mandatory game, well... they're just going to have to scrape by. Avoid reapers, hide in shops where the noise won't go, get some other Player team to be your bodyguard, and hope someone else dies or has their partner erased. It's bound to happen sooner or later, just gotta tough it out!
